One of the problems with the whole idea of always selling, rather than giving, in an emergency, is the lifeboat problem. In a lifeboat, with no supply side response possible if you offer life-and-death necessities for sale instead of sharing, the argument for using market allocations is much weaker, and may not be sustainable at all.
