Bribery, or Blackmail

Bribery seems much more "voluntary" than blackmail.

Bribery is corrupt, of course, and involves selling the power of public office.

It seems to me the ONLY difference between bribery and blackmail is whether the payment from the "buyer" is voluntary. Right?
