Incentives

Can incentives be coercive?

If by coercive we mean "induce people to do something they would not otherwise do" then all incentives seems coercive.  But that's a dumb definition (IMHO) of coercive.

Here's a three part definition of "incentives" I had not seen before.

And that led me to this quite interesting paper.  A little too dismissive of Olson, but an interesting treatment of incentives.
